11.1 Role and Purpose
Community Managers are responsible for leading and developing the Community’s
individual country groups and regional groups. They act as the representatives of their
group’s members to the Executive and as the representatives of the Executive to their group.

11.2 Groups
The Community shall maintain a group for each country that has participated or currently
participates in the Eurovision Song Contest, and regional groups for areas of the world
where there are active fans but no competing country. The Executive may create, merge, or
close groups by resolution, subject to consultation with affected members.

11.3 Appointment and Ratification of Community Managers
Community Managers shall be appointed in one of the following ways:
• Direct appointment by the Executive, at the Executive’s discretion, to ensure all
groups are represented — particularly during the Community’s early development;
• Election by the members of the relevant group, where the Executive has determined
that a group is sufficiently established to conduct such an election;
• Co-option by existing Community Managers within a group, subject to ratification
under this Article.
The Executive’s right to directly appoint Community Managers shall be retained at all times
to ensure continuity of representation and to fill vacancies. This flexibility is essential and
shall not be removed by amendment.

11.3.1 Ratification Poll
All Executive-appointed Community Managers shall be subject to a ratification poll of
Community members, conducted as follows:
• Upon appointment, the new manager shall provide a short biography and statement
of intent (no more than 200 words) for publication to the Community;
• A ratification poll (yes / no vote) shall be opened promptly upon appointment, and in
any event within 14 days of appointment, and shall remain open for not less than 7
days;
• All members of the Community (not just members of the relevant group) shall be
entitled to vote;
• The appointment shall be ratified if a simple majority of valid votes cast are in favour;
• The result shall be communicated to the Community within 3 days of the poll closing.

11.3.2 Effect of a Failed Ratification
If a ratification poll returns a majority of votes against the appointment, the Executive shall
retain discretion to maintain the appointment temporarily whilst one of the following steps is
taken:
• A second ratification poll is conducted following a further period during which the
manager may engage with the Community, in which case the appointment is
confirmed or ended on the basis of the second poll result; or
• A replacement manager is identified, in which case the temporary appointment of the
original manager shall end once the replacement has been appointed and their own
ratification poll completed.
The Executive’s decision to maintain a temporary appointment following a failed ratification
must be communicated to the relevant group with brief reasons. A temporary appointment
may not be maintained indefinitely — the second poll or replacement process must
commence within 28 days of the failed ratification result.

11.4 Number of Community Managers
Each country group shall have a maximum of three (3) Community Managers. Each area or
regional group shall have a maximum of five (5) Community Managers. Each group shall
have a designated Lead Manager, appointed by the Executive on the advice of the existing
managers in that group. The Lead Manager is responsible for coordinating the team and
determining how responsibilities are divided within the group, subject to the Executive’s
overall oversight.
Where a group grows to require additional managers beyond these limits, the Executive may
review and revise the limit for that group by majority resolution, provided that reasonable
notice is given to existing managers.

11.5 Regional Structure
The Executive shall define and maintain a regional structure that groups country and fan
groups by a combination of language, geography, and time zone. The regional structure
shall be published on the Community’s website and maintained as a living document by the
CCO. The Executive may revise the regional boundaries and composition at any time by
majority resolution, provided that reasonable notice is given to affected managers and
members before any revision takes effect.
Each region shall have a Regional Manager who reports directly to the CCO and is
responsible for coordinating the Community Managers within their region. Regional
Managers are appointed and subject to ratification under the same processes as Community
Managers under Articles 11.3 and 11.8. A Regional Manager may also concurrently serve as
a Community Manager for a specific country or fan group within their region.
This Article does not specify the number or composition of regions, as these are expected to
evolve as the Community grows. The regional structure at any given time shall be as
published and maintained by the Executive under the CCO’s coordination.

11.6 Director Support Officers and Assistants
The Executive may from time to time co-opt Director Support Officers (DSOs) or other
assistants to support the work of the Executive or specific Executive officers on defined
tasks or projects. The following conditions apply to all such appointments:
• DSOs and assistants are appointed on a time-limited basis, with the duration and
scope of the appointment defined at the point of co-option;
• DSOs and assistants do not hold voting rights on the Executive and are not
Executive members for any purpose, including quorum calculations or written
resolutions;
• DSOs and assistants are subject to the Community’s Code of Conduct and must sign
a commitment form appropriate to their role before taking up their duties;
• DSO and assistant appointments may be renewed by Executive resolution but
remain time-limited and do not create any expectation of permanent appointment;
• The existence of DSO appointments, and the names of those serving, shall be
reported to members at the next Annual General Meeting.

11.7 Manager Commitment Form
Upon appointment, each Community Manager shall sign the Community Manager
Commitment Form, a copy of which shall be appended to this Constitution as Schedule B.
By signing, the manager confirms that they will:
• Uphold this Constitution and the Community’s Founding Principles;
• Act in the best interests of their group’s members and the wider Community;
• Maintain professional standards in all interactions;
• Represent their group’s members to the Executive accurately and constructively;
• Not engage in conduct contrary to the Founding Principles;
• Declare any conflict of interest;
• Participate in the Community Managers’ Council.

11.8 Community Managers’ Council
The Community Managers’ Council shall comprise all serving Community Managers and
Regional Managers. It shall meet formally at least twice per year (virtually or in-person) and
shall provide a forum for managers to share experiences, raise issues, and provide collective
feedback to the Executive. The COO shall coordinate the Council. Minutes of Council
meetings shall be kept and shared with all managers and the Executive.

11.9 Manager Elections
Where a group conducts a member election for Community Managers, any member of that
group who has been a member for at least 60 days shall be eligible to stand. Elections shall
be conducted in accordance with the principles in Article 7. The Executive retains the right to
decline to ratify the appointment of any elected manager where it has material concerns
about that person’s suitability.

11.10 Removal of Community Managers
A Community Manager may be removed by:
• Voluntary resignation by written notice to the COO;
• Resolution of the Executive, in accordance with the procedures in Article 18, for
conduct contrary to this Constitution, the Community’s Code of Conduct, or conduct
likely to harm the Community;
• A vote of no confidence by a two-thirds majority of the members of the relevant
group, subject to ratification by the Executive.
